Discussion on Options of Taiwan Strait Crossing Project and Qiongzhou Strait Crossing Project by 9 Academicians held in Luoyang, China: Several of Them Agree with Tunnel Option

On April 142011, academicians ZHOU Ganzhi XIE Lili WANG MengshuCUI Junzhi JIANG Huancheng LU Yaoru ZHANG Jie WANG Jingquan and ZHOU Fuling of Chinese Academy of Engineering met at the headquarters of China Railway Tunnel Group in Luoyang, China, discussing the options of Taiwan Strait Crossing Project and Qiongzhou Strait Crossing project. SHI Bingrui, deputy mayor of Luoyang; SHI Shan, manager of Urban Construction Department under China Railway Consultant and Design Institute; JIN Lei, general manager of Henan Freeway Development Co., Ltd.; ZHENG Jianlong, president of Changsha University of Science and Technology; GUO Shanyun, Director of Tunnel and Underground Works Branch under China Civil Engineering Society (CCES-TUWB); leaders of Chian Railway Tunnel Group including GUO Dahuan, ZHANG Jikui, CHU Jiwang, DING Rongfu, PEI Guangjin, HONG Kairong and CHEN Jian and the principals of relative departments and branch companys attended the discussion.

The key technologies for Qiongzhou Strait Crossing Project and Taiwan Strait Crossing Project were discussed. The geological conditions, fault distributions, earthquakes and disaster relief and the tunnel/bridge option selection were studied during the meeting. HONG Kairong, Chief engineering of China Railway Tunnel Group, presented the existing technology for undersea tunnels and raised some questions to the academicians and experts on basis of his experience in previous projects. After discussion, all the academicians agreed that we have the ability to realize Qiongzhou Strait Crossing Tunnel Project and Taiwan Strait Crossing Tunnel Project. Academicians, ZHOU Ganzhi, XIE Lili, WANG Mengshu and LU Yaoru actively recommended the tunnel option. In their opinions, the tunnel option, at the premise of rational design, has the advantages of low cost, zero effection on shipping, huge transportation capacity, low influence by earthquake and typhoon and low impact on the surrounding environment, etc.

ZHOU Ganzhi, former standing vice minister of MOHURD, made a high appraisement on the tunnel option. He thinks that both Qiongzhou Strait Crossing Project and Taiwan Strait Crossing Project have important political, military and economic significance. We can construction Qiongzhou Strait Crossing Project first, and then extensively publicize the advantages of this project. In this way, the technology for Taiwan Strait Crossing Project will be developed and the confidence of the people on both sides of Taiwan Strait will be enhanced. Both Taiwan and mainland China have good economic and man power basis. If Taiwan Strait Crossing Tunnel is constructed, a bigger economic circle will be founded and Taiwan and mainland China can struggle with the economic depression together.

XIE Lili, honorary president of Institute of Engineering Mechanics, China Earthquake Administration, thinks that regarding the tunnel option, the influence of earthquakes on the tunnel will be little under rational design, if we have a good understanding of the fault and fracture zones under Qiongzhou Strait and Taiwan Strait. However, we also have to learn from undersea tunnels around the world and comprehensively consider the influences of all adverse factors. He suggests that Bohai Bay Crossing Tunnel Project connecting Liaodong Peninsula and Jiaozhou Peninsula should also be taken into account.

Qiongzhou Strait Crossing Project and Taiwan Strait Crossing Project are super-projects in the world, which have complex technology problems and difficult construction condition. So far, Qiongzhou Strait Crossing Project has already been included in China’s 12th five-year plan. In recent years, China Railway Tunnel Group has constructed many river /sea crossing projects, including Wuhan Yangtze River Crossing Tunnel, Shiziyang tunnel, Xiang’an undersea tunnel in Xiamen, Jiaozhou Bay undersea tunnel in Qindao and the underwater tunnel on Shengwudao to Daxuecheng line in Guangzhou. In 2010, China Railway Tunnel Group established several technology teams to study the key technologies for Qiongzhou Strait Crossing Project and Taiwan Strait Crossing Project. This meeting actively promotes the development of the construction technologies for tunnels and underground works (especially for undersea tunnels), as well as for the construction of Qiongzhou Strait Crossing Project and Taiwan Strait Crossing Project.
